U.S. 250 Sewer Extension to Turnpike
- Scope: Extend a new trunk sewer on U. S. 250 from KALAHARI south
to the Ohio Turnpike; on Mason Road east to the Erie County Landfill
and along Hoover Road to Fruedenberg-NOK; and on Mason Road west to
the Army Reserve property. We have decided to apply for a U.S.
Economic Development Assistance grant and an Ohio Job Ready Site
grant to provide funds towards this project. The grant process will
delay this project 6-12 months. Hope to advertise for bids this year
for completion by the end of 2008.
Huron Basin Headworks Improvements
- Scope: Improvements include a new screening building, new aerated
grit removal system, raising primary clarifiers approximately
2-feet, new RBC train/tank, new non-potable water lines, new
leachate, septage and grease unloading area, roof improvements and
HVAC improvements to administration building. Peak design flow
through plant will increase from 6.0 MGD to 8.0 MGD expandable to
16.0 MGD Bids were received on November 17, 2005 and bids exceeded
10% over engineer’s estimate. The scope was reduced eliminating some
electrical telemetry, pump station improvements and odor control to
reduce costs and the project was rebid on January 9, 2006. Bids were
awarded by motion of the board on January 12, 2006 to low bidder
Cedar Bay for General Contract less electrical and to Regent
Electric for the electric contract. Electrical and mechanical
improvements to the Adams Avenue and “A” Street pump stations still
remain to be completed. All other work is finished at this time.
Final grading, seeding, pavement sealing, etc. will be completed
this Spring.
Sulphur Brook Trunk Sewer Rehabilitation
– Scope: This project will consist of the trenchless lining of over
8,900 linear feet of the Sulphur Brook Sanitary Trunk Sewer and
manholes between Bogart Road and Marshall Avenue. The purpose of the
project is to provide a water tight, smooth lining in the
deteriorated concrete sewer pipe and manholes to reduce wet weather
flows and allow for continued development in the service area. The
estimated cost is $2.3M. Bids were opened on July 28, 2006 and the
bid was awarded to Insituform Technologies, Inc. of Detroit,
Michigan. Their subcontractor, AAA Pipe Cleaning of Cleveland, OH,
has been on site since October cleaning and televising the sewers.
Insituform Technologies started lining the sewers the week of
November 27, 2006. Additional work was added to line Bogart Road
sewers and cleaning and televising for future improvements to the SR
101 trunk sewer shall be completed under this project OWDA loan by
other contractors.
Sulphur Brook to Kob Ditch Diversion Sewer
– Scope: Construct an 18” trunk sewer to carry wastewater over 1.0
million gallons per day (MGD) from the Sulphur Brook/Pipe Creek
trunk sewer to the Kob Ditch/Plum Brook Trunk Sewer generally across
the proposed Lakecrest Town Center Development property and along
Perkins Ave from approximately Pioneer Trail to east of Strub Rd
intersections. The estimated cost is $1.8M, cost to be shared
between Erie County Sewer District and the Lakecrest Developer. The
purpose of this project is to reduce Pipe Creek Trunk Sewer wet
weather flows to 4.925 MGD to stay below the agreed peak flow limit
to Sandusky reducing Combined Sewer Overflow (CSO) activity at Pipe
Creek.
Plum Brook Flow Equalization Basin
– Scope: We have begun design of a 2.4 million gallon basin to be
constructed next to the Plum Brook Pump Station property to store
extraneous flows during rainy periods to reduce the need to over
flow wastewater. The estimated cost it $2.8M.
Campbell Street Water Line Replacement
– Scope: Replace the existing water line along Campbell Street
starting with a new 12” line at Perkins Avenue to Bell Avenue, then
a 16” line from Bell Avenue south to Bogart Road, then a 6” line at
Bogart Road south to the new 6” line installed approximately 3 years
ago. We received notice from OPWC that we will receive a SCIP Grant
in the amount of $325,000 for this project. Design and easement
acquisition began in 2007. A Public Hearing was held on August 23,
2007. Bids were received from 4 general contractors on November 15,
2007. The low bidder was Speer Brothers, Inc. of Sandusky, OH at a
price of $1,755,400. Construction is anticipated to begin the week
of March 17, 2008 weather permitting.
Water Booster Pump Station Improvements
– Scope: Replace the existing SR 101 and Homegardner Pump Station
with one new pump station to be located along SR 101 just north of
ACH (formerly Visteon) parking lot; add a pump station on the east
side of Huron next to the City of Huron east water tower to boost
the pressure to the east of Huron. Design began in 2006, and will
bid early this year, for construction in year 2008/09. Estimated
cost is $1.0M.
Water Tower Projects – Install a
new 0.5 MG water tower in Berlin Township near Mittiwanga and
install a new 0.5 MG water tower north of SR 2 at SR 60 and demo the
existing SR 60 water tower at Trinter Road. These projects were
designed in 2007, for construction in year 2008/09. Estimated cost
is $2.5M. Due to budget issues this project construction will be
delayed until 2009.
SR 101/Homegardner Rd/Cleveland Rd Water
Line Improvements – Scope: Replace some of the existing
SR 101 water line between Homegardner Road south to the existing SR
101 booster pump station near O.E. Meyers with a 16” line, replace
Homegardner Rd water line from SR 101 to Bardshar Road with a new
12” line and extend a 12” line from the Shaker Village Apartment
area west of Hinde Subdivision north to Cleveland Road then east
along Cleveland Road to the existing 8” line. These lines are
proposed to increase fire flows and reliability of our system. The
estimated cost is $2.0M. The project was designed in early 2007 and
construction is planned for 2008. Due to budget issues this project
construction will be delayed until 2009
Cleveland Road East (SR 6) Water Line
Replacement – Scope: The project is located in Berlin
Township and Vermilion Township along Cleveland Road (SR6) from
approximately 700’ west of Hahn Road east to Poorman Road a distance
of approximately 13,600 lineal feet. We will replace the existing 8”
water main with 13,600 lineal feet of 12” water main, reconnect 90
existing service lines to the new 12” line, connect all side street
water mains to new 12” water main, and abandon the old water main.
We have applied for an Ohio Public Works Commission grant for this
project in the amount of $325,000. The estimated total project cost
is $1,762,000. Design will start on this project in 2008 and we
would anticipate the project to be ready for bids by end of 2008,
and construction completion is anticipated end of 2009.
Landfill Gas Project – A flare
has been leased for a 3-month period and landfill gas (LFG) from our
closed southerly cell is being burned instead of passively vented to
the atmosphere. The amount of LFG we had 2 years ago when we
performed a flare test has reduced from 700 scfm to approximately
420 scfm. The LFG quality is still good quality, containing around
55% methane. We have entered into an agreement with Ohio Renewable
Energy Services, LLC (aka Bio-Gas Technologies, Ltd.) of Norwalk,
Ohio to sell them our LFG to make electricity to sell to Amp-Ohio.
Waste heat from the generator is another renewable energy saver.
Methane is a Green House Gas (GHG), so the elimination of venting
this gas to the atmosphere and using it as an energy source is good
for the environment.
A new Sandusky Sewer
Agreement (SSA) was entered into on January 22, 2007. The County agreed
to reimburse Sandusky 38.9% of their Phase 2 Wastewater Treatment Plant
improvements to be constructed over the next several years. Improvements
will include expanding their secondary treatment peak capacity from 20
MGD to 36 MGD by adding additional aeration tanks and new final settling
tanks. Also, sludge digester improvements are part of the scope. Design
will reserve an area for additional treatment of wet weather flow at the
plant (if needed) following this project. The estimated total project
cost is $18M. With the addition of new peak flow (approximately 16 MGD)
the frequency and quantity of overflows from Sandusky’s combined sewers
should be greatly reduced. The plant improvements along with some
Sandusky collection system improvements will allow the County (by July
1, 2013 per the SSA) to pump 2.3 MGD from Plum Brook Pump Station to
Sandusky during wet weather without causing overflow problems or
basement flooding. We currently shut our Plum Brook pumps off to
Sandusky during extreme wet weather.
WATER REGIONALIZATION
A meeting was held on
November 14, 2007 of the Erie County Regional Water Advisory Board.
Huron water use is up and they are proceeding with a study to expand
their water plant and are planning water line improvements in the City.
Sandusky is doing a chemical improvement study for their Big Island
Water Works (BIWW) and construction of a 1.0 million gallon elevated
water tank at Caldwell and Follett Street. Sandusky is considering water
intake improvements and possibly using the NASA Rye Beach (Sheldon
Marsh) intake as an emergency back-up. Their existing emergency back-up
intake is located in Sandusky Bay next to BIWW and frequently does not
have high enough lake level to work.
Although Erie County continues to add on customers the water use is down
resulting in lower than expected revenue. A water rate increase may be
necessary.
SOLID WASTE, RECYCLING & LITTER PREVENTION
The “Green Shopping”
program toured three Cub Scout groups, two classrooms, and one home
school group. “Green Shopping” shows two types of the same products and
asks the participants which product is the green product; through
recycling, has the least amount of packaging, or does not contain
hazardous materials.
The District has been updating the Erie County Solid Waste Management
District Plan since September of 2007. Each Section has been evaluated
by the Policy Committee at monthly meetings, there are five sections
left to be completed and reviewed. The Plan is due to be completed in
late August, with a due date of March 29, 2009 to the Ohio EPA. This
will allow the District time for public review, and to schedule meetings
to all the municipalities in Erie County to adopt resolutions passing
the Plan.
