Access to Better Care (ABC) is a major children's initiative developed to respond to the growing realization that underserving kids with alcohol, drug and/or mental health service needs result in increased costs in other parts of the system.  The ABC Initiative was developed with an emphasis on three strategies: prevention, early intervention, and treatment.
